Ti Fasteners are prone to oil marks which can cause it to look dull. Don't worry, they can be easily cleaned by using soapy water then quickly wiped dry with a microfiber towel.
ANY Ti FASTENERS SHOULD NOT BE POLISHED AS THIS WILL CAUSE THE ANODIZE COLOR TO FADE OR PERMANENTLY REMOVED
